He clarified that though China has not announced any such move, but even if it happens, it would in fact help mitigate the annual Assam floods.
Eight persons have been killed in floods and landslides in Assam as incessant rainfall caused massive inundation in 17 districts, affecting over 78,000 people, officials said on Saturday.
Five major rivers, including the Brahmaputra at two places, were flowing over the danger level, it said.

The ASDMA said more than 4.87 lakh people are currently suffering in Lakhimpur, Jorhat, Golaghat, Cachar, Dhemaji, Biswanath, Karimganj, Sonitpur, Majuli, Barpeta, Nagaon, Nalbari, Sivasagar, Morigaon and Chirang districts.
1 person died in Dibrugarh and Tinsukia district each taking the toll in current phase of floods to 31.
The total number of people killed in flooding and landslides in the state this year has gone up to 76. While 50 people were killed in inundation, 26 died due to landslides.
The flood situation remained critical in Assam, affecting 7.35 lakh people in 18 districts where one lakh hectares of cropland have been inundated by the surging waters of the swollen Bahmaputra and its tributaries.
The situation has improved marginally in Tripura and Mizoram in the past 24 hours.
Dhubri is the worst hit with over 8.72 lakh people affected, followed by Barpeta with more than 4.78 lakh people and Goalpara with around 4.28 lakh population.
In the Northeast, while three people died in Assam, two each lost their lives in Arunachal Pradesh and Mizoram in rain-related incidents.
Nearly four lakh people have been affected across seven districts of Assam.
'The prime minister expressed concern and assured all possible help to the state,' CMO said.
